The Government of Morelos approached Flat26 with a clear goal: to transform their website into the most intuitive and functional government platform in Mexico. They wanted to simplify how citizens access services—such as paying taxes, applying to social programs, or requesting license plates—while reducing in-person visits, queues, and phone calls.

The approach
This collaboration focused on understanding citizens’ needs and setting the foundations for a complete digital transformation. We conducted UX research, user interviews, and usability evaluations to identify pain points. Findings revealed that users found the old site confusing, difficult to navigate, and frustrating.
What we did
- Performed a UX & UI audit to identify usability gaps.
- Redesigned the homepage, navigation, and ministry pages around citizens’ top tasks and priorities.
- Introduced a clear, intuitive navigation system, removed dead ends, and added support tools.
- Integrated feedback mechanisms so the government can continue improving the experience.
- Built and documented a design system with usability best practices, ensuring scalability for future updates.
